Special education runs on documentation, and documentation has been failing children for forty years. Copy-and-paste goals. Present levels that describe no one. Specially designed instruction that never traces back to a measured deficit. Agentic Learning exists to close that gap at scale.
Our flagship product, Agentic IEP, is a multi-agent workflow system that reads the evaluation record, resolves conflicting data, and produces a defensible, individualized IEP — with present levels, goals, progressive objectives, and aligned specially designed instruction a hearing officer can follow line by line.
Everything sits on AIMS — the Agentic Intelligence Management System — our governance and control plane. AIMS is where jurisdictional rule sets, agency requirements, audit trails, and human approval gates live. Districts do not get a black box. They get a record.
The underlying reasoning is powered by the Agentic Learning Algo, our proprietary measurement and inference layer, developed over three decades of psychometric practice.
Each square is one percent of the district pipeline. Nothing here is rounded up: the eleven-point-nine that did not clear went to a person, which is the only acceptable place for it to go.

Psychometrics is the discipline; a child is the subject. Every construct we measure has to describe someone real, or the measurement was theater.

Dr. Kurt E. Hulett
Founder & Chief Executive Officer
Thirty years in special education, in nearly every seat the field has: classroom teacher, campus administrator, compliance director, policy practitioner, psychometric researcher, expert witness, and technology executive.
Dr. Hulett holds a doctorate in measurement and evaluation and a master's in special education, both from the University of Virginia. His research career at Pearson Clinical Assessment placed him inside the instruments the field depends on — item response theory, concordance analysis, construct validity, Bayesian inference — and that work is the direct technical ancestor of everything Agentic Learning builds today.
He is the author of Legal Aspects of Special Education, published by Pearson and used in preparation programs nationally. In 2022 he was appointed to the Global Board of Directors of the Council for Exceptional Children and named a Thought Leader by unanimous board vote — the first in the organization's history.
As an expert witness, he is the analyst districts least want across the table in a due process hearing. He has spent a career reading IEPs that could not survive scrutiny, and he is unsparing about why: copy-and-paste culture, unexamined goal banks, and documentation that describes a caseload rather than a child.
Public Law 94-142 made a promise. We have had fifty years to keep it.
